Sega Creates Beta-tester Bait

Is Beta-7 a conspiracy perpetrated by a major corporation against gamers, a hoax perpetrated by an insane (but creative) individual, or a grassroots marketing campaign for the game ESPN NFL Football? There are many arguments and theories, including my own, but so far no actual proof has surfaced.
